The Lords Commissioners of His Majesty's
Treasury have had before Them Mr. Waterlow's letter of the 11th December last (F 3590/2970/10) stating that the Secretary of State for Foreign Affairs has had under consideration the desirability of providing some more satisfactory system for the hearing of appeals from the judge and assistant Judge of the Supreme Court for China.
In reply I am to request you to inform the Marquess Curzon of Kedleston that Their Lordships concur
in the proposal that the Chief Justice of Hong Kong, or
some other competent lawyer in his place, should, together
with the Judge and Assistant Judge form a Full Court
for China and hear appeals from either the Judge or the
Assistant Judge, interlocutory matter only being dealt
with by a Court composed of the two China Judges.

concerned
